However, poorly executed interconnection agreements, or even worse,
no interconnection agreements, leaves the new entrant stranded, with little
chance of expanding its customer base or service offering. With Swedtel’s

Of
course, incumbents aren’t queuing up to amend their RIOs and accommodate new
entrants. What is required for both the new entrant and the incumbent is a true
understanding of the interconnection process and how to prepare for and handle
the negotiation process. For a new entrant the RIO is the starting point for
expanding its customer base and service offering. However, this relies on having
the inside track on the regulatory regime and KPIs, while possessing the ability
to shape these into an interconnection strategy.
As the market evolves
As the deregulation process evolves, roles may change and multiple
operators could be assigned SMP (Special Market Power) status. This would
probably require them to base their interconnection prices on reliable and
transparent calculations; currently based on the time-consuming LRIC methodology.
When the market matures National Roaming, Number Portability and Local Loop
Unbundling is introduced. And this will have an ongoing effect on your
interconnection agreements and strategy. For example your strategy has to
incorporate how to evaluate, benchmark and make offers for these items. All
while proactively dealing with changes in traffic flow and boosting your retail
strategy. The mature market brings with it renegotiation of agreements with
several parties and timing issues become critical.
